Update SVGs to render correctly in IE 9-11

Since the installation of Extension:NativeSvgHandler, the wiki has been serving SVG files directly to browsers instead of creating PNG thumbnails first. Most browsers handle this fine, but in Internet Explorer 9 to 11, SVG scaling only works if the viewBox attribute is defined; without this attribute, SVGs are rendered at their native size, clipped to the img element's set width and height.

With the passage of time and the ongoing replacement of IE with Edge, this is less of a concern. That being said, it wouldn't hurt if we could get an SVG guru to go through our SVGs for us, since there's probably lots of wonkiness in them that could be fixed up (many of them are quite old).
